It is more of a framework upon which we can hang further rules and 
processes - you are correct in saying that it doesn't do much as yet, 
but that isn't the intention - it is meant for the future

but I think you would be surprised by how much can be done with it. 
For instance, i am working on a wording a prop that, if passed, would 
make vote counting a duty - not updating the database, but just 
counting votes and issuing results, thereby removing as much work from 
dave as its possible to do.

And it is meant to eventually replace the ministries system, because 
its evident that a minister just up and vanishing can screw that 
system very easily
