"If an 8 is rolled, the Type is Cats and Dogs. While the Type remains Cats and Dogs, no Player, Gremlin, or Yeti may make any moves, and no owner of any airspeeders may cause eir airspeeders to move. This subsection takes precedence over any rule that would allow any object to make a move or be caused to move." This would mean Barney could move and I couldn't move away from him. I would consider this Bad.
