I think under the current precedence rules this will automatically 
defer to the later sections of the rule, and anyway you say that later 
contradictory sentences supercede it anyway, so you might want to do 
something about that "Droid Armies may Repair at any time" thing... it 
supersedes the once per nweek thing and the non-battle thing.
