Proposal, add the following philosophy and mandate to the body of philosophy

Libertarian:
Mandate:  A libertarian sees individual choice as the ultimate good.  E 
will resist anything that places further limits on eir freedom of 
action.  Once per nweek, E receives an extra no vote on any proposal that 
causes an action to become compulsory or forbidden, but only if e has made 
a proposal that removes such a limitation.
