Keep the BNS and resources? Well, BNS at least can be possessed by anything,
so Dave can in fact have BNS; resources are only Players and Societies, so
maybe I should just remove resource costs entirely until the current
Resource prop either passes or fails; I don't want to interfere with it.

Oops. Sorry, it was 2 in the morning. I meant to say that you can't use
others' airways without eir permission. I'll fix that.
