I propose the following:

Create the following rule at the same layer as rule 1229:

__The Grand Exalted Master Ultimate Controlling Grand Poobah__
A. Definitions
Up to one player at a time may hold the position __The Grand Exalted Master 
Ultimate Controlling Grand Poobah__, which can also be referred to as the 
__Grand Poobah__. The Grand Poobah must be on the council of elders; if e is 
not, an Election for Grand Poobah is immediately started.
B. Elections
When an Election for Grand Poobah is held, all players have one nweek in which 
to vote for one of the members of the Council of Elders. Players may not vote 
on the Player who was Grand Poobah prior to the Election, if any. During that 
nweek, Players may also change or rescind eir Vote.
Once the nweek has passed, the Election is Over. The player with the most 
votes becomes the Grand Poobah. E has one nday to Refuse the position of 
Grand Poobah. If e does, the player with the next highest number of votes is 
selected. If two or more players have the same number of votes, the winner is 
decided randomly.
C. Resigning
The Grand Poobah may resign at any time. If e does so, e loses 3 Charm and an 
Election for Grand Poobah is immediately held.
D. Wages
The Grand Poobah gains 50 Points and 1 Charm each nweek.
E. Re-elections
After the Grand Poobah has been Grand Poobah for 6 nweeks, an Election is 
immediately held.
F. Docket
The Grand Poobah is responsible for displaying the Docket for public review, 
as required by rule 1229.

If this proposal did not pass with at least a 4/5 majority, add the following 
to the aforementioned rule:

G. Veto
When a majority of members of the Council of Elders vote YEA on a petition, it 
is marked PENDING. If a petition has been PENDING for 3 ndays, or if the 
Grand Poobah Signs it, it is implemented and removed from the docket.

If the Grand Poobah Vetos the petition, it is marked REVOTE instead. The 
Council of Elders then has 3 ndays to submit new votes. If a majority vote 
YEA, the petition is implemented and removed from the docket. If a majority 
vote NAY, or if the peition has been marked REVOTE for 3 ndays or more, it is 
removed from the Docket.

This section takes precedence over rule 1229.
H. Nullification
The second and third sentences in the second paragraph of section B of rule 
1229 have no effect. This section takes precedence over rule 1229.

If this proposal passed with at least a 4/5 majority, change section B of rule 
1229 to:

Players may submit petitions for changes to rules or the gamestate to the 
Council of Elders by posting them to a public forum. Petitions that have not 
been ruled on by the Council of Elders are collected by the Council of Elders 
in a Docket, which must be made available for public review. A player can 
have no more than one petition in the Docket at any given time; if e already 
has a petition in the Docket, e cannot submit another. 

No more than once per nweek, each member of the Council of Elders can review 
the Docket, ruling Yea or Nay on each petition. When a majority of members of 
the Council of Elders vote YEA on a petition, it is marked PENDING. If a 
petition has been PENDING for 3 ndays, or if the Grand Poobah Signs it, it is 
implemented and removed from the docket.

If the Grand Poobah Vetos the petition, it is marked REVOTE instead. The 
Council of Elders then has 3 ndays to submit new votes. If a majority vote 
YEA, the petition is implemented and removed from the docket. If a majority 
vote NAY, or if the peition has been marked REVOTE for 3 ndays or more, it is 
removed from the Docket.

The Administrator is encouraged to insist on the non-implementation of a 
petition if it is excessively self-serving to the Council of Elders.
