I'm going to withold my Docket Review until nearer to the end of the nweek,
but I plan on ruling against this petition, on the grounds that it's a
do-nothing anyway - the rule can't be changed by the Council of Elders, only
by a proposal that recieved a 4/5 majority of affirmative votes. You ought
to know that, as you were the one who put that there.
