The best-propagated Usenet newsgroups are groups in the "Big 8" - comp, rec, sci, soc, talk, news, humanities, and misc. Those groups have the most history, but the reason they're so well-propagated to Usenet servers around the world is that there's a bit of control in those hierarchies. Basically, groups won't be created in those eight unless it's reasonably certain that people will be using those groups for some time to come, thus justifying taking up disk space on tens of thousands of Usenet servers -- theoretically, those groups should be popular enough that someone at every Usenet site will want to read a few of 'em. (Contrast this with alt.* where pretty much anyone can, and probably has, created a newsgroup, but it's murder trying to get one carried widely.) Anyway. Part of determining whether a group has enough potential users to justify its creation in the "Big 8" is a public vote. The UVV are neutral third-party votetakers. (Basically, it's what I do for the Nomic, only somewhere else. :) If you're just dying to read up on this sort of thing, www.uvv.org should still be up and kicking, or you can just drop in on the "news.groups" newsgroup and watch the fun unfold.
