Indeed, noone can mine anywhere.  If the equipment is whacked, the equipment 
is whacked.  I'm going with 'contracted miners' idea, but only putting the 
effects of it in writing.

By the way, I agree with your conversion thing.  I was unaware that there 
were resources in existance when I made the prop.
