Analysis: The Point Balance of a society is something that the Administrator must keep track of, and thus it is part of the gamestate. Rule 393 says "Players may not change the game state". It should be obvious that this statement prohibits changing the gamestate. Orc quoted Rule 18, "Permissibility of the Unprohibited", as his justification for taking these action. Hmm. A CFI, that I at the moment agree with, yet I am defending. Well lets see what reasoning I can dredge up:
