[spoon-discuss] a suggestion

I have an idea that may help with a few things, and is based somewhat on 
something that I've seen tossed around before:

We should have 3 email lists:
Business, which stays as it is,
Legality, which is discussion about the legality of things
Discuss, which is discussion about proposals and whatever else

The reason I suggest another for legality is that many people don't have 
time to read all the arguing; they just want to see the results.

I dunno.  What do you guys think?
