No, the best solution would be to put it in a society, 'cos then the whole
thing can be scrapped when people lose interest (and it doesn't make the
ruleset any larger). For example, if INH's charter were changed so that it
had a pool of points, we could say, "Any player may give 6 points to INH. At
the end of each nweek, a random 6 point increment given during that nweek is
selected, and the player who made that increment is awarded 2/3 of INH's
points, rounded down."

In fact, if INH had a pool of points, interesting things could be done in
the ordinances...
