Both.  A problem I had with Part 1 was it gave new players an extra 500 BNS, 
but I can deal with that, so I'll split up our votes.  As for raw materials: 
 If we 'bail the water', getting raw materials will be pointless until 
things are fixed.

Well, it does tell a story, kind of.  Note that I do not abuse my power to 
make The Voice vote for a prop that would net me points.
