More of the same rule:
{{Entities can conduct mining operations on the grid to produce resource

So Entities conduct mining operations, and companies perform mining.  Sounds 
to me like 2 seperate things can do very similar things.

BTW, this rule is screwy all the way through.  But it IS a rule...
