r0 IS a special case. :-)

At some point, we need to find a safe, sane, and legal way to do one of
the following:

* Remove r0 from the ruleset proper, but keep it around and active, just
in case
* Make it override everything else (theoretically possible by giving it an
obscenely high Chutzpah)
* Eliminate the need for r0 (not bloody likely)

I'm open to ideas.
