Unfortunately, (or fortunately, from where I'm sitting) two or three cannot 
play at that game, as vSOI has no method in its charter for submitting 
proposals. In fact, vSOI's charter states that vSOI cannot make proposals.

But if you really want to 'play at this game', feel free to make your own 
society that can make proposals ;)
