Voting on the Ballot can start at the start of nday 8. The Ballot is required to be distributed by the beginning of nday 9. The Ballot consists of certain proposals submitted within a certain timeframe. One could argue that the Ballot exists whether or not the Administrator distributes it. Mind you, I do want it distributed, but if I know that a certain proposal will be on that Ballot, should I not be able to cast a vote on it with or without a Ballot having been emailed to me?
