[spoon-discuss] Request for Comment 

 Splitting points into points (mainly mechanic related, proposals and
the like) and some kind of currency unit (for buying things, being
paid as a minister etc...).  Allow conversion between the two (with
the `bank' taking a commision either way).  Currency remains when
someone wins, whereas points don't.
