Are video games literature?

Gogo was one of the hidden characters in Final Fantasy Something-Or-Other
(one of the two that were imported to the US for the Super NES, but I
don't remember which one, and the numbering systems are sufficiently wonky
between the Japanese and American games that any attempt to identify it
would be confusingly ambiguous).
