What that's supposed to mean is, regardless of the outcome of the random
process before, the AAAHHH! Gremlin will be Active.

I'm thinking about making it "if more Gremlins are Active than in Hiding,
excluding the AAAHHH! Gremlin, the AAAHHH! Gremlin becomes Active;
otherwise, it goes into Hiding." (Which is just as ambiguous in its own
way.)
