I decided to do this for my own benefit, so that I could at least *begin* to grok what the hell is going on. First edition. Comments welcome. Corrections /really/ welcome. THE B NOMIC BULLETIN Friday, May 24, 2002 nweek 17 - by Murphy PROPOSALS __And the Children Shall Lead__ - Proposal 723 by Glotmorf The Barney Realm is (Style 10, BAC 0, Entropy 50, Charm 60). A player who is in the Barney Realm for any part of an nweek must make a poetic proposal during that nweek, or get hugged (equivalent to a gun shot if you have a DimShip, otherwise you lose 10 points). __Bandwidth Pools__ - Proposal 731 by Wonko Three to six players may pool their proposal bandwidth, in either an Open (default) or Closed fashion. All named players must consent to the Declaration of Intent to Pool (DIP) within three ndays, or the Pool fails. Open Pools are subject to a Request for Admittance (RFA), which is valid unless a majority of members deny it within four ndays. A member may issue a Writ of Exclusion (WOE) towards another member; the Writ is valid unless a majority of members (other than the target) deny it within four ndays. For Closed Pools, a RFA may be denied by a single member, and a WOE may be denied by a single member (other than the target). Any member of a Pool may issue a Pooled Proposal on behalf of the Pool, as long as each Pool member has enough Bandwidth to contribute evenly. Before Voting begins, each Pooled Proposal must be Ratified by at least half of the members (other than the author) for Open Pools, or all of the members (other than the author) for Closed Pools. Pooled Proposals that would be Shelved are destroyed instead. A Pool with less than two members, or more than two-thirds of all players as members, is immediately dissolved, along with its Pooled Proposals. __Boxes__ - Proposal 733 by Wonko Ten random Bonus Boxes appear at random vacant locations. Each player gains 5 points. __Club Clarification__ - Proposal 713/1 by Wild Card An action is not legal just because the rules of a Club permit or require it. Proposal 713/0, __Save Our Limbs__, was Completely Different. __Definitions__ - Proposal 730 by Wonko A player is a Turing entity who consents to be a player and obey the rules. A being is a player or the Administrator. A Proposing Entity (PE) is an entity able to issue a Proposal. __Delegation Means Delegation__ - Proposal 709 by Glotmorf Required duties may be performed on a player's behalf by: /0 a script or web page. /1 a software system. It may also be a public forum. __Healthy Competition__ - (non-Charter) Proposal 695/1 by Baron von Skippy von Skippy Overproduction, Inc. (vSOI) is created. Players may join vSOI by consent of the CEO, or unanimous consent of all non-CEO members (there must be more than two). Players may leave vSOI by announcement, and may be ousted by the CEO, or by unanimous consent of all non-CEO members. If the CEO is ousted, then the longest-term member becomes CEO. If the CEO is Sacked by the members, then e becomes a non-CEO member, and the first Sacker becomes CEO. If an intended Sacking is not unanimous within one nweek, then the first Sacker is ousted. vSOI may not make proposals. The CEO of vSOI may not be the Prez of M-Tek; if e is, then e becomes a non-CEO member, and the longest-term member becomes CEO. Baron von Skippy is the initial CEO. Members of vSOI may purchase a random Gnome for 2 points, or a specific Gnome for 4 points, from the Gnome Account. Non-members pay double. At the end of each nweek, if the Gnome Account has more than 100 points, then they are evenly distributed among all members of vSOI (remainder remains in the Gnome Account). At the start of each nweek, each member of vSOI gets a random Gnome. __interesting?__ - Proposal 720 by Naath A Disinterested player may cease being Disinterested by announcement. __Jumping through HOOPs__ - Charter Proposal 717 by Wonko The Lovely Order of Points (LOOP) is created, with Wonko as a member. A player by join the LOOP by announcement, but only once. A player may oust a member of the LOOP by giving em 20 points from the Gremlin Fund. __Less is More -- Grems.__ - Proposal 714 by Glotmorf All Gremlin definitions are moved into a single Rule, and the definition of Gremlin Numbers into a second Rule. /1 Incorporates the effect of __Save Our Limbs__. __LOGAS cleanup__ - Proposal 725 by bd Remove a couple of redundant words from the LOGAS. __Neatening up Gnomes__ - Proposal 715 by Wonko All Gnome definitions are moved into a single Rule. Rule 548 (Sheep Gnomes) - more accurately, the text copied from it - stops creating new Sheep. /1 Some typo/grammar fixes; Earth Gnomes may be squeezed at a non-Brook, turning it into Earth; dead Beer Gnomes no longer become Beer Cans; Sheep are only created if none exist. __Now you see me, now you don't!__ - Proposal 726 by The Voice Bonus Boxes of type Wormhole transport their finder to a square adjacent to another random Bonus Box. __Nweek 16 Hole Plugs__ - Proposal 722 by Glotmorf Various typo/grammar fixes. /1 The requirement for Club members to obey its rules is no longer removed, but is made subservient to obeying the Rules of the Game. __Repeat as Needed__ - Club Proposal 734 by Glotmorf Limericks and cinquains may have multiple verses in the specified forms. __Save Our Limbs__ - Proposal 713/0 by Wild Card A player who borrows from Luigi during one nweek does not get a Broken Limb till the end of the following nweek. Proposal 713/1, __Club Clarification__, is Completely Different. __Sing When You're Winning__ - Proposal 710 by dave Upon a Win: * All dimensions are reset to zero, not just scores. * The Winner gets a point of Respect. * Rule 440 takes effect, as if Entropy had gotten big. * The Clock is turned off for three wdays. A player Wins if e has Score >= 1000 and Charm > 0 and Activity > 0. Rule 548 (Sheep Gnomes) stops creating new Sheep. __Slime, Inflatable Women, etc.__ - Proposal 718 by Wonko Bonus Boxes of type Frog Juice turn their finder into a toad for an nweek. Bonus Boxes of type Inflatable Siren teleport their finder to a random legal consecutive square, and then produce a Big Rock with a Siren at their finder's previous location. Bonus Boxes of type Gnome-in-a-Box give their finder two Gnomes of a single random type. __Stand Still!__ - Proposal 735 by Murphy CFIs are judged based on their truth/falsity at time of Call, not Judgement. __Stupid HOOP...__ - Proposal 729 by bd - Rescinded if Wonko left the Holy Order of Points and thus disbanded it /0 Proposal 676/1 is declared to have not passed. /1 Remove all members from the Holy Order of Points, and disband it. __The Casino__ - Proposal 724 by bd The Casino is located at (10, 12). The Casino becomes Closed whenever the Gremlin Fund drops below 150 points, and Open whenver it rises above 250 points. Once per nday, a player at the Casino may bet any even number of points from 10 to 50 (but not exceeding what they have). Those points go to the Gremlin Fund. 2d6 is rolled for the player and the Casino; if the player rolls higher, e gets his bet back, plus half. __The PIG v2.0__ - Proposal 732 by Wonko The Consuming Gremlin (Pig) exists. At the beginning of each nweek: If there are six or more Insta-Rules: If in Hiding, it becomes Active. If Active, it Eats a random Insta-Rule, destroying it. If there are four or fewer Insta-Rules: It goes into Hiding. __The Second Mouse Gets The Cheese__ - Proposal 716 by Rob All players who explicitly joined the Holy Order of Points, or were added to it by name, lose 30 points. All other players gain 30 points. (Rob gains 30 points minus eir bonus for this proposal being adopted.) __There's No Style in Deficit Spending__ - Club Proposal 711 by M-Tek A player may not buy a Style Attribute if it would make eir Style negative. __Time Freeze, my butt__ - Proposal 707 by The Voice Players may act while the Clock is off. When the Clock turns back on, the actions take effect: /0 in reverse order. /1 in forward order. __Violent green.__ - Proposal 719 by uin A player may become Disinterested by announcement. E is removed from: * The Grid, and Football. * Groups. * Receiving the Sushi, the Scarf, the Token of Proposals, or the Immunity Idol (but e is treated as if e had the Idol). * Kicks in the Ass, in either direction. * E has a score, charm, and entropy of 0. uin becomes Disinterested. RECTIFICATION 5/20 Rule 127 is rectified, removing a spurious "randomly". CALLS FOR INQUIRY CFI 620 5/18 Rescinded by Glotmorf, costing 1 point CFI 665 "Wonko's props 650, 651, 652, and 653 did not exist, and should [FALSE] not have been put into effect." 5/20 Judged FALSE by Iain Caller's argument (summary): Wonko had the Pink Scarf, and (because e was a Drone) was required to *buzz* and *crackle* randomly, but these proposals contained no such interference. Judge's refutation (summary): Wonko may have randomly selected zero as the number of times to *buzz* and *crackle*; it cannot be proven otherwise. CFI 688 5/20 Appealed by The Reality Police, going to The Upper House Appealed 5/20 The Reality Police, Glotmorf, Congenital Optimist chosen (even though Congenital Optimist is On Leave) 5/21 Ruled FALSE by Glotmorf Glotmorf's argument (summary): Champagne is an alcoholic beverage, so its creation is regulated by Rule 18, so it is not implicitly created when a player claims to drink it. CFJ 690 "There is no club called M-Tek." [FALSE] 5/22 Judged FALSE by bd Caller's argument (summary): Charter Proposals are not Proposals, and thus do not take effect, even if adopted. Judge's refutation (summary): Charter Proposals are Proposals, and take effect if adopted. No rule says otherwise. CFI 708 "Baron von Skippy, bd, Naath, The Reality Police and The Voice [TRUE] did not become members of the Holy Order of Points as a result Appealed of voting for Proposal 676. Events resulting from their becoming members do not occur. Wonko's counterargument (summary): In CFI 254, Bean ruled that an effect of a rule is not an effect of the proposal that created that rule. Glotmorf's counter-counterargument (summary): Since CFI 254, Rule 155 has been amended to cover effects of a rule created by a proposal. CFI 712 "Glotmorf can't join the Holy order of Points. There's nothing [TRUE] in the club prop that says how you can join it, other than the Appealed (illgal) method of joining by voting for it." 5/18 Called by Naath 5/20 Assigned to The Voice 5/21 Judged TRUE by The Voice 5/24 Appealed by Murphy Murphy's counterargument (summary): New players may join it by declaration. CFI 721 "Wonko is the sole member of the Holy Order of Points." [TRUE] 5/21 Called by The Voice Caller's argument (summary): Per CFI 712, the only ways to join it are those specified by Proposal 676: be Wonko (valid) or vote for Proposal 676 (invalid, Rule 155). Judge's argument (summary): Proposal 676 also allows new players to join by declaration, but none of the players who have tried to do so are new. CFJ 727 "As of the time this CFI was issued, Iain was not and had never Pending been a member of M-Tek." 5/22 Called by Wonko Caller's argument (summary): The only way to join M-Tek is the method outlined in its Charter, which only affects players who are already members. CFJ 728 "It is not legal for any player who was in the game as of the Pending enactment of the HOoP to join or to have joined the HOoP; therefore, the HOoP currently has Wonko as its sole member, and only players who join the game after the enactment of the HOoP can join the HOoP." 5/23 Called by Glotmorf Caller's argument (summary): The only ways to join the HOoP are those mentioned in Proposal 676: be Wonko, vote for Proposal 676 (ineffective due to Rule 155), or be a new player and declare joining (all claimed joiners besides Wonko are non-new). MINISTRIES 5/17 Nominations begin for Minister of the Ordinance Survey, lasting 5 ndays. Glotmorf is Insta-Minister. 5/23 Nominations end for Grid Ministry. No nominees, except the Administrator by default. INSTA-RULES 5/20 Rob makes {{ It is illegal to remain in grid location (10, 8). }} Wild Card makes {{ It is legal to enter grid location (2, 8). }} 5/22 The Voice makes {{ It is legal to enter grid location (2, 7). }} 5/23 Glotmorf makes {{ It is illegal to enter grid location (20, 11). }} MOVEMENT 5/18 Naath moves to (13,9). Wild Card moves to (2, 8) and takes the Football. 5/22 The Voice attempts to move to (2, 7) and do several other Grid things, but it all fails because: a) Eir Insta-Rule does not take effect till the end of the nweek. b) Eir Insta-Rule does not make it possible to move to (2, 7) from any location - merely permissible. (It is permissible, but not possible, for a man to have babies.) 5/23 Curt and Rod move on nday 6. Two Radar Blips are added. IN OTHER NEWS 5/17 Glotmorf transfers the Pink Scarf to The Reality Police. Glotmorf attempts to join the Holy Order of Points, but is unsuccessful (see CFIs 712/721/728). Murphy becomes a player, and sets eir gender to male. 5/20 Wild Card launches eir DimShip. bd, The Voice, and Wild Card join the Holy Order of Points (if possible, see CFIs 712/721/728). Rob pays 21 points to the Witch Gremlin to curse Wonko. 5/21 uin, The Reality Police, and Baron von Skippy join the Holy Order of Points (if possible, see CFIs 712/721/728). If Glotmorf joined, then The Reality Police triggers its point-giving and self-dissolution, and Baron von Skippy fails to join. If Glotmorf failed to join, but everyone else joined, then Baron von Skippy triggers it. uin launches eir DimShip. uin spends 60 points on 12 beers. bd leaves the Holy Order of Points (if possible), then rescinds it. Glotmorf claims to take a delayed action of joining the Lovely Order of Points and then ousting emself from it, to take effect as soon as e can get Proposal 717's bonus by doing so. This is apparently unsuccessful. The Voice removes emself from The Upper House. 5/22 Congenital Optimist comes Off Leave, then forfeits. Wonko claims to take a delayed action of evicting emself from the Holy Order of Points and voting against the Lovely Order of Points, if Proposal 716 fails and e has not rescinded the action. 5/23 The Reality Police has bought a DimShip and a twelve-pack of Beer. Scoff! is Garbage-Collected for being On Leave too long. Baron von Skippy tries to set eir DimShip's ballast, but sends it to the discussion list, so it is ineffective.
