Actually, I don't think you do. Partly because, although the first sentence says you can, the rest of the rule seems to be player-only. Mostly because you need to make a proosal with the "Player xxx appeals..." stuff in it, which I see no evidence of. (Does the player name you put there have to be your own?)

Fear not, I intend to appeal this on Monday. (I want to wait for the ballot results, because hopefully the appeal procedure will be changing).
