I take that back.  This is actually a violation of r631, courtesy of the changes I made last nweek, replacing "includes" with "consists of".  The charter prop rule says a charter prop "consists of" the items listed there.  Since nothing in that list mentioned awarding points to members for any reason, your proposal contains stuff that makes it not qualify as a charter prop.  Sorry, guy.
