What about the rule about "proposing a rule"? Rob said,

I propose a rule:
{{
__Flipping the Circuit Breaker__

Immediately after any Player is awarded a Win, a new Rule is
created with a Chutzpah of 9, with the text:
{{ __No Win For You__

Players may not win.

}}
}}

That's creating a rule.
