Woah.  That's scary.  That appears to a) define Game Custom as a "thing",
and notably what is part of it, and b) does not address the problems of
CFJing illegal actions (which never really happen because they're against
the rules).  Regardless, this proposal is gonna get a big fat NO from me
on the ballot.
