The bulk of these issues can be solved by the apporporiate chutzpah ratings.  I suspect chutzpah ratings will be regularly adjusted in the future, especially since "chutz." is a comprehensible abbreviation. (Another candidate for the Straw Poll?)

The purpose of the "it is legal" form is to be paired with the "it is illegal" form to make such things as, "It is illegal to throw at players gremlins", followed by "It is legal to throw at Bean gremlins".  That sorta thang. :)
