Nowhere does it say "players off the Roster can't hold the Football". It
forbids people from simply signing off the Roster when they have the Ball,
but if they get booted off by something else, they keep the Ball. So next
nweek, they come down from the Grid into the Endzone, and rejoin the Team
they just were booted off of, gaining 20 points for doing very little.
