When you say "if the proposal fails", do you mean if it fails but recieved a
SHELVE vote, or if it fails because it got mostly SHELVE votes, or if it
would have passed if the SHELVE vote was yes, or if it got more SHELVE votes
than YES's or NO's, or what?
