But they weren't compliant as of the time they were "created". Since actions
can only happen in accordance with the rules, the two rules never were
actually created, it being illegal. The fact that now their creation would
be legal has nothing to do with it; it was illegal when it attempted to
happen, so it never happened. Those rules aren't there.
