Difficult doesn't even scratch the surface, lad.  I at least was prepared to provide turing-test question responses for my imaginary friends.  But if a voter doesn't have to be a player, a voter doesn't have to pass a turing test either, or have the email address that Our Admin was requiring; therefore one could have: "50,000 of my imaginary friends (names withheld for purposes of confidentiality and spam prevention) all vote Yes to my proposal."
