No, 149/0 would only make it so that we had two days to vote on proposals.
Which we do anyway. We'd still have the rest of the nweek to make/change
proposals. If 138/0 isn't passed and no future proposals change the length
of the nweek, 149/0 won't actually change anything. It's just there in case
the length changes.
