Yes. That's where things become confusing - does the rule get created then,
or merely deemed to have been created an nweek ago then? Unfortunately,
it'll become legal before the end of the next nweek, so no proosal will be
able to stop it.

No, because you're not a player. And Rob only stated that my actions were
against the rules, which can't even be interpreted as an attempt to cancel
my actions out in the loose sense that your "No you don't" could (perhaps)
be.
