There shouldn't be any zeros. The Awards are no longer rounded, and haven't been since I started doing the scoring way back in nweek 10. According to Rule 231/1: Whenever a Proposal is adopted, the Bank owes: 1. the Adopted Proposal Award to the Proposal's owner 2. the Opposed Minority Award to each Agent who voted against the Proposal Whenever a Proposal fails, the Bank is owed: 1. the Failed Proposal Fine by the Proposal's owner Poulenc.
