Well, with no changes to the proposal, you get charged for a revision to an
existing proposal... And getting rid of a proposal doesn't get refund the
proposal fee.

Mostly, the new proposal fee is for any proposal we vote on  ...  If we vote
on it, you get charged.  I think that might be a good revision to the
proposal.  The fee should be collected when the proposal makes it to a vote.
That way, you have time to withdraw your proposal, if you want to.

What happens if a proposal is withdrawn -- does its author get a refund?
