The current Failed Proposal Fee has a maximum of 20 points, to prevent
this.  This limit should be kept.

	Also, the officer responsible for setting the current Failed
Proposal Fee is not the Banker but the Tax Collector.  This is to avoid
giving any one player too much control over the game economy.  The Banker
is currently in charge of Bank expenditures and the Tax Collector in
charge of Bank income.
