I would object, strongly. It's good for a couple of things:
1) Keeps ppl who are too tired/busy to think of proposals in the game and
having fun - the 'should I vote because I like/dislike it or because I think
it'll definately pass/fail and I want more points' factor.
2) Makes it possible to play the game in two modes, the 'I want to shape the
game' mode and the 'I'm going to acquire points' mode. This makes for
interesting decisions on what to vote for, as in 1).

Basically, I like it; it makes me think more about voting. (Now everyone's
going to hate me and kill all my proposals, aren't they?)
