I like the idea, but I think prohibiting proposals is too strict. There actually are some valid cases in which individual players should be named, e.g. the Administrator rule (208). Also your proposal would still allow things like "the Administrator must Randal every two days", because it does not contain any names.


I'd suggest:

Rules which name individual players may not be created or modified, except if all affected players agree. This also applies to rules which do not name players, but refer to such rules directly or implicitly.


The second sentence protects people from indirect rules, like one rule "NAME is known as You-Know-Who" and another rule "You-Know-Who must Randal".
