my $0.02:
I don't like the idea of charging for proposals. That is bad.

I think the solution to creating a stable economy is not to arbitrarily
create more points when we need them.
I think we should immediately create a static number of points - say there
are ... 2000 in the game (?) or maybe related to the number of people in
the game... and not create more points after that, just make it so that no
one can hoard points.
