Not quite true.  Rule 302 only kicks in if the proposal would "...cause
the creation or alteration of a rule so that the rule would subsequently
contain the text of one or more verses..."

This means that a quote of a pre-existing rule would not, in itself, cause
the proposer to become a humble disciple.  It is fairly clear that the
point at which the proposer may become a holy disciple is a before their
proposal is passed, so I do not think that we need have a dispute about
that.

Now all we need to worry about are rule amendments that keep the rule
substantially the same, and new rules that actually quote old rules.

Anyway, I have as my root argument on this one that it is the most logical
and sensible thing to do, considering the nature of the proposal and the
nature of this game.  To leave this very game off the list of recognised
religions would be a heresy in itself.
