Rule: Loitering Zone. 

I enact the following Unprotected Rule:

    There exists a Zone called the Loitering Zone, surrounding the End
Zone. Players may not receive points in the Loitering Zone. Players may
not move while in the Loitering Zone. A player may not enter the End
Zone without passing through the Loitering Zone.
