I submit this proposal entitled "Can you fool us?"

In Rule 1-4, in a new paragraph after the following text:

An External Force may become a Player by posting a message to a Public
Forum containing a request to become a Player and a uniquely identifying
name that e wishes to be known by. E may do this if and only if e fulfills
the following requirements:
* E is capable of passing a Turing Test
* E is not currently a Player
* E has a working e-mail address

insert the following:

{
An External Force does not become a Player immediately after submitting
such a request. E becomes a Player when the Administrator announces that,
in eir judgment, the requesting External Force fulfills the above
requirements. Alternatively, e can become a Player once three Players other
than the Administrator have made such an announcement.
