I vote for Compsciguy's Refresh Proposal, on the condition that at least three 
other PEPs (that would be PEPs under that replaced ruleset) agree to set eir 
Mental State to Paranoid upon the adoption of the new ruleset. If less than 
three other PEPs agree, then I vote for teucer's Refresh Proposal (Refactor The 
Map).
