I Judge CFI 118 to be True.

Argument:
The relevant parts of rule 52/0 (in the order they appear in the rule) are:
(0) {{Any player who is On Leave may [...] declare emself to be Off Leave.}}
(1) {{A player who is On Leave [...] may not take any game actions.}}
(2) {{Players may place themselves [...] Off Leave while The Clock is Off.}}

By rule 36/0 (Whenever one section of a rule conflicts with another
section of the same rule, the section which appears later in the rule
takes precedence over the earlier section.), part (1) takes precedence
over part (0), and prohibits players from declaring emselves to be Off
Leave. By the same rule, part (2) takes precedence over part (1) and
allows players to declare emselves to be Off Leave, provided the Clock
is Off.
