I submit the following Proposal titled: "Sembilan, sembilan, sembilan"

Change the unique Rule Number assigned to Rule 0 to Rule 999.

The Ruleset does not seem to specify an ordering to the Ruleset shown on the
Wiki and is ordered according to Rule Number by convention. If that is the
convention, this change will place that rule at the bottom of the Ruleset.
Rule 1 should be the first item presented. In reality, Emergencies are
common, but lets pretend they are not by placing them at the end of the
Ruleset.
