[s-b] Ending the Emergency

It having been four days since the Emergency Decision was initiated, I hereby resolve the Emergency Decision:

There was one Refresh Proposal, submitted by teucer, that received 6 votes. The people who voted were: coppro, JamesB, Billy Pilgrim, 0x44, Goethe and Marr965. Teucer's Refresh Proposal is therefore selected, its power is set to 4 and it takes effect.

The rules, with the exception of rule 123 are all repealed and new rules are created. Rule 123's number is set to 0/0 and rule 72 is amended with today's date. I have copied the new rules to http://b.nomic.net/index.php?title=Rules&oldid=11856 but there are still some errors (specifically there are several typos, a rule 510 and a section E.3.2 between D.3.1 and D.3.3).

The holders of ministries are set as follows:
Minister of Ministries - 0x44
Rulekeepor - Wooble
Registrar - 0x44

Minister of Change - 0x44
Gardener - C-Walker
Griddler - teucer

The Gnome holdings are set as follows:

Walker: 1 water, 2 earth, 1 air, 1 grain, 1 tea
Wooble: 1 water, 10 earth, 3 air, 1 tea
The clock is set to Mulberry of nweek 161, the Gremlin Number is set to 17 and the temperature is set to 5.  The LOGAS, LMJ and Upper House are empty.
Action takes place as though universal entropy exceeded maximum entropy so the clock is off for 3 wdays before the list of events in rule 49.B.6 takes place.
The Publicity of spoon-business@xxxxxxxxx is set to Public. All other fora are Private.
The Emergency is then ended.
