I CFJ on "If _0x44 distributes the currently pending proposals, the voting
period for the proposals shall be initiated"

Arguments: "A voting period for all pending decisions is initiated at the
beginning of nday 8 when the Clock becomes off, the Chairman has
distributed a ballot, and the Clock has become On again."

It is currently nday 9, because Minister of Ministries 0x44 started the
Clock. Since it is no longer nday 8 and the clock is On, it is impossible
for a voting period to begin on these pending decisions.
