Enact a new rule, entitled "Holy Wars", with power 3, with the following text:

    Desktop Environments are a type of fixed asset. The Evangelist is
a ministry and the recordkeeper of Desktop Environments. No player can
ever own more than one Desktop Environment; if a player would ever
come to own more than one, all but one are destroyed.

    If a given player possesses at least one of each type of Gnome and
no Desktop Environments, any other player CAN create a Desktop
Environment in eir possession by announcement. If a given player has,
within the past 72 hours, published a message containing more than 25
instances of the letter 'k' (case-insensitive), any other player CAN
create a Desktop Environment in eir possession by announcement.

    A player who owns a Desktop Environment and is not in a Holy War
CAN, by announcement, declare a Holy War on another player who also
owns a Desktop Environment and is not in a Holy War. When e does, both
players' Desktop Environments are destroyed, and the two players are
in a Holy War for 2 nweeks. The Evangelist's report contains listings
of all ongoing Holy Wars and when they were started and when they end.

    While two players are engaged in a Holy War, if the votes they had
cast would be tallied for an ordinary Decision, instead the only votes
tallied are those of the player whose Voting Power is higher than the
other (neither of their votes are tallied if they are tied). Players
whose votes are not tallied this way still count for quorum. This rule
takes precedence over all other rules.
