[s-b] Proposal: First-class cleanup

I submit the following proposal:

First-class Cleanup (AI = 3, II = 0)

[ This should probably be followed by a proposal which defines
personhood, unless we end up with a judgment which makes the
definition clearer. ]

Amend Rule 37 (Gremlins) by removing the paragraph starting with
"Ownership of Rests is restricted to first-class persons", and by
replacing "A first-class player CAN" with "A person CAN".

Amend Rule 74 (Win by Not Losing) by removing "first-class".

Amend Rule 34 (How to Join and Leave B Nomic) by replacing

{ A first-class person CAN (unless explicitly forbidden or prevented
by the rules) register by announcing that e registers, wishes to
register, requests registration, or requests permission to register.

A second-class person CAN register with the Consent of B. }

with:

{ A person CAN (unless explicitly forbidden or prevented by the rules)
register by announcing that e registers, wishes to register, requests
registration, or requests permission to register. }

and by removing "and has never been a first-class person".

Amend Rule 12 (Who Am I?) by removing "first-class".

Amend Rule 42 (Satisfaction) by removing both instances of "first-class".

Amend Rule 30 (Voting on Democratic Decisions) by removing "first-class".

Amend Rule 95 (Inquiry Cases) by removing "first-class".

Amend Rule 57 (Criminal Cases) by removing "first-class".

Amend Rule 58 (Judge Assignment Generally) by removing "first-class".
