I CFJ on "The phrase 'as a Game Action' is synonymous to 'by announcement' for the purposes of the Rules." Evidence, from Rule 132: At the beginning of each Voting Period, the Clock becomes Off, and until the Clock next becomes On, the Chairman may as a Game Action change the clock to be On, provided he has first distributed each Proposal which has been in the Pool since the beginning of the nweek. The Clock may be changed from On to Off as a Game Action by the MoM. 'As a Game Action' is used nowhere else in the Rules.
