WHEREAS interest index is a crufty Agoricism,

I submit the following AI-3 proposal entitled "No longer interested":

Repeal Rule 83 (Interest Index).

Repeal Rule 86 (Interest Index of Ministries).

Amend Rule 18 (Usurpation) to read, in full:

Stability is a Ministry switch, with a range of the non-negative
integers and a default of 1, tracked by the MoM.

When a Ministry becomes vacant, its stability is flipped to 0.

Any player CAN usurp a held ministry, making emself its holder, with N
support, where N is any integer greater than or equal to the stability
of the Ministry. The stability of the Ministry is then set to N+1.

In Rule 48 (The Ministry of Change), delete "b) Its interest index.".

Amend Rule 118 (Awarding Gnomes) to read, in full:

The Assessor CAN create and destroy Water, Summer and Barley Gnomes by
announcement, but SHALL NOT do so except as allowed by the Rules. As
soon as possible after a proposal is adopted, the Assessor SHALL award
a Gnome to its author, its type depending on the Adoption Index of the
proposal, as follows:

* AI < 2 = Water
* 2 <= AI < 3 = Summer
* AI >= 3 = Barley

The Oracle CAN create and destroy Herb Gnomes by announcement, but
SHALL NOT do so except as allowed by the Rules. As soon as possible
after a judge assigns an on-time judgement to a judicial case, the
Oracle SHALL award the judge an Herb Gnome. If a judge's judgement is
OVERTURNED on appeal, the appeals panel CAN and SHALL destroy one Herb
Gnome in the judge's possession by announcement.

The MoM CAN create and destroy Earth and Air Gnomes by announcement,
but SHALL NOT do so except as allowed by the Rules. As soon as
possible after the end of each nweek, the MoM SHALL award each player
who completed the non-empty set of nweekly duties of at least one
ministry that nweek a number of Earth Gnomes equal to the number of
ministries for which duties were completed. As soon as possible after
the end of each month, the MoM SHALL award each player who completed
the non-empty set of monthly duties of at least one ministry that
month a number of Air Gnomes equal to the number of ministries for
which duties were completed.
